Another shot of this spire... you'll notice that there's a much shorter spire right in front of it, with an ugly little cap. I cannot remember the story fully (Eli, bale me out here!), but I believe that they ran out of money when they were building, and so had to simply put an ugly little cap on it. I think they were trying to raise money to finish it.
